An institution/organization must have a license agreement to be able to use MAGICapp for authoring and publishing. You then get an organization control panel that gives organizational administrator rights to your key people. Organizational administrators can establish guidelines and add users to the guidelines (as guideline admins, authors, reviewers, and viewers).
